DustEd is a map editor available for both windows and linux. It is written in C by smong and is still in development.

Features

View .hlp files
View version 2 regions (elvl regn)
Allows painting of arbitrary tiles (warper, weapon eater, etc)
Allows embedded comments within the map (elvl attr)
