I think all the [Latency] settings are server side.
I've taken a look at the latency settings, a few of them are client side I think.

A few questions. What is the actual unit of CutbackWatermark? Bytes? And for ClientSlowPacketKickoutPercent, is it the client doing the kicking (as I assumed) or is it actually the server? --Cyan~Fire
