	I'm pretty sure that energy and speed are Energy / 1000 * hundredths of seconds and Pixels / 1000 * hundredths of seconds, respectively. I also made a marginally tested educated guess that weapon speed units are the same as ship speed units. I also figured that Energy / seconds / 10 is a much easier to read format (I sure don't have to think so much), although a bit less standard.
